Pakistan has taken a major step toward the launch of next-generation mobile services as the Economic Coordination Committee (ECC) on Tuesday approved the long-awaited recommendations for the 5G spectrum auction in Pakistan. The decision removes a crucial policy bottleneck and sets the stage for the formal bidding process, which officials say could be completed within the next few months.

The approval was granted during an ECC meeting chaired by Muhammad Aurangzeb, signalling strong political backing for the country’s digital ambitions. The recommendations were prepared by the Auction Advisory Committee (AAC) and reviewed extensively to ensure the auction framework remains transparent, competitive, and attractive for investors while also safeguarding public and fiscal interests.

Government Push for Digital Pakistan

Speaking after the meeting, Finance Minister Muhammad Aurangzeb said the ECC’s decision reflects the government’s commitment to advancing the Digital Pakistan programme and modernising the country’s telecommunications infrastructure.

“We are moving forward with the Digital Pakistan programme,” the finance minister said. “The ECC has approved the recommendations of the Spectrum Advisory Committee.”

He noted that the approval demonstrates a clear policy direction to fast-track digital transformation and encourage both domestic and foreign investment in Pakistan’s telecom sector. According to the finance minister, the 5G spectrum auction is expected to unlock new economic opportunities, enhance connectivity, and improve service quality for millions of users.

IT Ministry to Lead Next Phase

Federal Minister for Information Technology and Telecommunication Shaza Fatima Khawaja was also present at the meeting and addressed a joint press conference alongside the finance minister. She said the ECC’s endorsement would allow the Pakistan Telecommunication Authority (PTA) to move ahead with the operational aspects of the auction.

According to Shaza Fatima, the next steps include finalising auction rules, defining timelines, and engaging with telecom operators and other stakeholders to ensure a smooth and credible process.

“We will soon present the recommendations of the Spectrum Advisory Committee before the federal cabinet,” she said. “Consultation with the telecom sector and all relevant stakeholders will be ensured.”

600 MHz Spectrum to Be Auctioned

Providing further details, the IT minister revealed that the government plans to auction 600 megahertz of spectrum, a significant allocation that could support robust 5G services across the country.

“We are going to auction 600 megahertz of spectrum,” she said. “5G will be introduced in Pakistan very soon, and the entire process will be completed within the next four to six months.”

She added that the government is aiming to conclude the auction by the first week of February 2026, if all preparatory work proceeds as planned. Officials believe this timeline balances urgency with the need for due diligence and stakeholder engagement.

Why 5G Matters for Pakistan

The rollout of 5G technology in Pakistan is widely seen as a critical enabler of economic growth and innovation. Unlike previous generations of mobile technology, 5G offers ultra-fast speeds, low latency, and the ability to connect a massive number of devices simultaneously.

Shaza Fatima emphasised that high-quality internet connectivity is the backbone of the digital economy.

“The internet is the foundation of the entire digital ecosystem,” she said. “Along with improving internet speed, we are also focused on expanding access.”

She explained that 5G will support advanced applications in sectors such as industry, healthcare, education, agriculture, and smart cities, helping Pakistan improve productivity and competitiveness. For example, 5G-enabled solutions can enhance telemedicine, enable precision agriculture, and support automation in manufacturing.

Auction Framework and Investor Confidence

Officials said the Auction Advisory Committee conducted a comprehensive review of key elements, including spectrum valuation, auction design, payment terms, and rollout obligations. The goal was to strike a balance between making spectrum affordable for telecom operators and ensuring sustainable revenue for the government.

By approving the AAC’s recommendations, the ECC has sent a positive signal to the market. Analysts believe a clear and predictable auction framework will enhance investor confidence and encourage participation by existing telecom operators as well as potential new entrants.

Industry experts have long argued that delays in the 5G auction have held back Pakistan’s telecom sector, especially at a time when neighbouring countries are moving ahead with next-generation networks. The ECC’s decision is therefore being welcomed as a long-overdue breakthrough.

Role of PTA and Future Announcements

While the ECC approval marks a major milestone, several details remain to be finalised. Officials said information regarding the auction date, spectrum bands, reserve prices, and rollout obligations will be announced by the IT ministry and PTA in due course.

The government reiterated that transparency will remain a cornerstone of the process, with all rules and procedures clearly communicated to stakeholders. Observers expect the PTA to publish a detailed information memorandum once cabinet approval is secured.

Economic and Fiscal Impact

From a fiscal perspective, the 5G spectrum auction is expected to generate significant non-tax revenue for the government, while also stimulating long-term economic growth. The finance minister stressed that fiscal considerations were carefully factored into the recommendations, ensuring that the auction supports public finances without discouraging investment.
