Pakistan has proposed a new programme to secure a $500 million loan from the Asian Development Bank to support Pakistan Public Sector Pension Reforms aimed at improving the sustainability and transparency of the country’s pension system.

According to project details, the initiative is titled the Transforming Public Sector Pension Program. The programme is designed to address the increasing fiscal pressure caused by rising pension liabilities across federal and provincial governments.

Officials said the project is currently under proposed status and will be financed through the ordinary capital resources of the Asian Development Bank.

Addressing Rising Pension Liabilities

The government has been facing growing financial challenges due to the rapidly expanding pension bill. Pension expenditures have increased significantly in recent years, placing additional strain on public finances.

Through the proposed reforms, authorities aim to introduce structural changes that can ensure a more financially sustainable pension system.

Officials explained that the programme will focus on improving governance structures, strengthening institutional capacity, and ensuring better oversight of pension-related financial commitments.

These reforms are expected to support long-term fiscal stability while maintaining transparency in pension management.

Transition Toward a Sustainable Pension Model

Under the proposed programme, Pakistan plans to gradually transition toward a more sustainable pension model.

This shift will involve strengthening governance mechanisms and improving the management of pension funds within government institutions.

Authorities believe that these changes will help control long-term pension liabilities while improving efficiency in the administration of pension schemes.

The initiative also reflects broader economic reforms aimed at strengthening fiscal discipline and improving public financial management in Pakistan.
